I've been sorta looking at this thread for a couple of days.
Basically, anybody, indie or "official" has the same opportunity to be involved in RP, and to have their RP affect the outcome of large events, or political situations what-have-you, so long as what they're doing is something that makes sense.
So again, as long as a person roleplays well, and what they're doing is something understandable, or something that makes sense and is interesting to the parties involved, then it really doesn't matter whether that person is an "indie" or "official faction member".
Or at least it shouldn't matter. Honestly I'm surprised there's still a debate about "Official faction influence vs indie influence".
Also, there is a most definite difference between inRP influence and OORP influence.
inRP influence relies mostly upon the things I mentioned above. At the start, an "Indie military faction" is more or less the same as an "official military faction". This changes over time as people interact with them and come to believe that they either do or don't "Do things right", this also changes for official factions as well.
OORP influence however, mostly comes from whether or not an individual player or group of players are agreeable, doing decent things and behaving decently overall, and also if they're easy to get along with.
When you're likable, people want to listen to you more, and associate with you more, that's a fact...and really it's common sense.
