No way will JM ever top that. I have no idea how the Congress amass such activity, and I don't think JM will ever be able to rival it. I'm surprised our activity is still going strong, considering we currently lack the ability to scrap mine on our ID.
The activity would have to be averaged over a longer time period, like 3-6 months. I guess starting at 1/3 of the activity, the faction could get a veto right, or major decisions would need a 2/3 majority instead of a simple majority. But if your faction is less that 1/3 active than the other existing one, yeah, I would say they should have more say in junker policy than you. Of course, factions that have less than 1/3 activity than the strongest faction still have rights (same as indies should have rights) that cant be taken away from the strongest official faction.
Even on an average period, Congress still tops the activity chart.
Decisions shouldn't be based on activity, but actual influence attained by interactions, followed by an equal vote on the decision. Lord knows how the Congress clocks that activity, I've heard a lot of ships on that list get their activity from spending days in systems afking. A faction shouldn't be deemed more influential based on their activity indicated by a forum timer where people have no idea what they've been doing with their time, but with actual in game interactions.
