Lets break this down to clear points.

1. the suggestion of it becoming a zoner system......

there's a couple of problems with that. firstly, who would administer it?
All three official factions already have a system that they either own (TAZ and Baffin) or watch over in an unofficial manner. (Phoenix and 74, OSI and 49)

Why would it need any administration? Does anyone administrate Bethlehem, Erie, Gran Can, Lanzarote? Did anyone administrate Livadia, Corfu, Corinth, Sparta, FP15 before the Omicroners and, later, Phoenix got their grubby paws on them? I recall things marching along just fine without any player or official faction 'speaking for' those stations.
If a faction wanted to step up and personify the Zoners' struggle to settle in Cayman, that'd be fine, but in no way would it be a requirement for the idea to work.

Handing the system over to the run of the mill zoner indie? pointless. It would only give a basis for the more pvp-orientated zoner indies to cause trouble with and around.

That's the whole point. It would give people who want to roleplay fighting Zoners a place, and a valid reason, to do so. And by providing this sandbox for them to play in, by saying "Yes, this is OK", we may potentially reduce the amount of Zoners doing undesirable things, like wandering into Liberty and picking fights with the Navy. If the admins find a Zoner cap causing trouble, they can just put it in Cayman instead of Bastille.

Secondly, it would cause friction between zoners and all the surrounding factions. Especially if the system was floded by zoner caps wanting to shoot stuff.

Actually, it wouldn't. The beauty of Cayman is that it's
1) somewhat secluded
2) not a bottleneck system. Its only exits are to O-49 and 47, and you can travel between O-49 and 47 without going through Cayman.

Therefore, the official factions could simply wash their hands of the activities going on within Cayman if they so chose. And frankly, I think most indies would prefer it that way.

Despite what some believe, diplomacy for the official factions are quite a balancing act.

You're trying too hard. Take a diploma-cation.

EDIT: You just had a civil war of sorts in O74, and a massive invasion by and war against Corsairs, Order, Core and lots of other people. Zoners can always create trouble, you don't need any more assets for that. You can build your own.

fun fact: at one point during the second round of ZA loldom, we actually considered asking the admins and devs to enact an OC civil war style scenario just so we could purge ZA from the system. ZA went quiet again before that could go any further than discussions. go figure on that.

The situation ZA created was... undesirable. That was an example where rogue Zoners really did foul things up for their fellow man, what with setting their bases to fire on whoever came into the system and whatnot. Which is why I didn't join them.
They attempted to carve their own path outside of the well-worn path of Zoner boring-plomacy, and I respect their effort. But insodoing, went a bit too far outside the boundaries of Zoner philosophy. If we were to implement my idea, it would be necessary to maintain the Zoners' defensive posture. Because you're right, we don't want people using the conflict in Cayman as justification to go raid the attacking factions elsewhere.
Therefore, we would write into the station infocards that the Zoners are to defend the territory they've already settled into, and it is the other factions' job to attack. The Zoners' role would be supplemented by the commodity they're trying to export out of the system, giving pirates, traders, and trader escorts a 'spot' where all parties know that they can log in and find activity there.

And maybe, just maybe, we could revive the ROS by making them the Zoners' allies in the conflict.

now back to topic....

if reapers were to be scrapped completely like the phooms, caymand could make a nice battleground system where Coalition/hessians/sairs et al fight to control the bases. (maybe like 1 base each).

There's already a battleground system where coalition/hessians/sairs fight each other without Zoners, it's called Omega 5.
