The Corsair factions might be friendly with the IMG players, but there is no need to be friendly, allied nor neutral. Your NPCs attack each other! The infocards are pretty shoddy, diplomacy wise, but Igiss has other stuff to do instead of fiddle with npc diplomacy. Diplomacy shouldn't be black and white, "You hate outcasts so you are our friend" - Corsair.
That isn't right, that'd mean all the factions would be linked together intricately. The Gaians probably don't know who the Order are, but according to that type of diplomacy, they are best friends! It's a complex thing, but you don't need corsair allies. You probably won't meet them in game anyway (none in Omegas from what I've seen, definately none in Taus).
SO i guess it doesn't matter whether your personal rep is red or green, as you probably won't be meeting them ever.

Ian, killing freelancer npcs reduces BHG rep. They are neutral with everyone according to the infocard. Should we associate all freelancers with bounty hunters? Not necessarily. Just because your Gaian rep is green, doesn't mean the IMG are friendly towards them. The NLH probably doesn't care for your mining ways.

Your edited diplomacy is good, maybe just add more factions that might meet the IMG (trading factions for example).

P.S, are you going to set up mining operations? Like Miner ships shooting tons of niobium asteroids then adv. Trains shipping it out? Might not be the most profitable, but it'd be fun!
