Firstly I think problem is not in the slow RP development since it's Bretonia who was getting the most attention for past mod versions with yet no little help - so try searching somewhere else for the source of the problem. Like a problems with factions activity in Bretonia including minor factions like Gaians, Junkers, pirates in form of Mollies, occasional Hackers and Corsairs, etc. Perhaps the place is just too boring for everyone and few changes to infocard texts won't changes anything.
