Haikei,

Ishikawa here. I'm sure that's obvious by now. I have a number of incidents compiled together in this report.

Firstly, a minor contraband breach with regards a DSE Mastodon. It was hauling Stabiline without the appropriate licensure, and was picked up by the Lane and Gate sensor network upon entering Honshu. After I intercepted it at the New Tokyo jumpgate, the pilot was made aware of his error and - in compliance with my orders - was turned back to the Sigma systems.

Immediately following the preceding incident, I was just commencing a routine sweep of the Kyushu system when I noticed a red-flagged contact pass by me in the trade lane from the jumpgate to the planet. Upon turning around immediately and investigating further, it was discovered to be a Hydra-class gunship flying Colonial Republic colours.

The pilot claimed to be 'scouting' for a transport convoy, which was worrying, but he was eventually ejected from Kusari space with a minimum of fuss, and given a stern warning to not consider returning - with or without an attached convoy.

Furthermore, as I re-entered New Tokyo, I ran into an Ageira lane technician performing maintenance on the closest ring to the Kyushu gate. His freighter held a small amount of an admittedly restricted commodity - Magnetic Superconductors - without valid authorisation, but after talking the situation through with him, I was inclined to believe that there had simply been a clerical error with regards the paperwork not making it to our department.

Unfortunately, a nearby member of the Hogosha - indeed, of the well known 'Black Dragon' syndicate - took issue with this, and demanded the letter of the law be enforced. The pilot was stubborn and refused to leave the scene, and - frankly - her behaviour almost warranted an arrest of her own for causing a disturbance in public and disorderly conduct.

Basically, if you get a complaint from the Society - yeah, that was probably me. On the plus side, I personally checked the lane in question after the technician's maintenance was complete, and it was fully functional as always.

Finally, the most serious incident of all, in my opinion. Within seconds of finishing with the previous incident, I received an urgent transmission along a private channel:

The information proved to be accurate, and the transport in question entered Shikoku via the Galileo jumpgate almost on cue.

He attempted to flee into the cloud, rather than jettison his pressurised cargo bay, but after I pursued him and forced his ship to a halt, he released his 'slave container' whole, and left it floating in space with life support barely functional. How three and a half thousand people could have been packed in such a small space, I have no idea.

The captain fled the scene without paying the fine, and I - regrettably - was forced to break off pursuit. The free-floating container had no navigation beacon or signature, and had I left visual range of it, the souls on board would have likely drifted beyond sensor range until the container's life support went offline. Oddly enough, the fine was partially wired to my account five minutes after the rogue captain had exited scanner range. I'm not sure what happened with regards that, honestly.

Fortunately, a Hogosha transport was in hailing range, and I was able to oversee the recovery of all survivors. The Raba's cargo bay was hastily pressurised by starport services on Junyo, and - although it took two trips - the entire population of freed people made it planetside before their oxygen supply ran out.

This was one illegal transport that I was very glad to not miss.

Finally, Shinosuke-keishi, I have a formal... complaint of sorts that I would like to lodge, with regards the extremely lenient treatment of a Junker transport in our capital system.

I'm not sure if you read the report in question personally, keishi, but I did - and allowing a captain who had not only fired on Territorial Police personnel - even putting your own daughter in a pod - but who also had a list of additional violations too numerous to count - for him to be let off with a fine of only nine million credits is, frankly, worrying. You heard how quickly he agreed, after all. I even fancy I caught an undercurrent of disbelief and joy in his slimy, hateful voice.

I'm sorry if you feel it isn't my place to air this concern, Shinosuke-keishi, but next time - please - don't cut unrepentant criminals that much slack. I don't feel the gendarmes would approve, either, if it caught their attention and I - for one- would appreciate that particular bureau having as little dirt on us as possible.
