"May" is not an "may choose him as enemy" - it's open invitation to more militant users of ID to pillage their own competition within scopes of rules. The Order "may" also engage Nomads, LN "may" engage RM who are at war with them. You dont neccesarily need to use this opportunity if you dont want to actively partake in corporation's conflict.

There is still second way to go: If you really want to affilate yourself with Samura, say you're some sort of Kyushu/Farmer branch of them that concetrates on some specific objective within Samura's agenda. Picking Samura ID means you are employee of this corp, this way or another. However, faction's diplomacy, will all benefits and disadvantages will stick to you. No cure for that except independent ID.
