Time costs. It might be cheap to make a docking module because it doesn't require expensive resources, but you could maybe do the same number of ore runs as the number of runs you need to make a docking module. On one side, you get 150 million, but on the other, only 15.
It wouldn't be profitable to make docking modules (or whatever POBs make) if they were 10 times cheaper, so people wouldn't do it at all, but would mine/powertrade instead.
