Again, from RP experience, I believe they fit better with the unioners, as they seems to be claiming something about being out of job and all... and historically, these kind of group has been known to approach the socialist way.
While I admit Xenos will probably hate rheinlanders, they could recognise they have a same goal here (or, a certain ressemblance), and even if they are not that much of friendly, they could supply and support each others in their war respective war. And, lets not forget they are one next to another, between Texas and Hamburg.
My two cents on the Unioners, and by all means anyone who has more of an inside view on this correct me: At one time prior to the 80 year war Rheinland, much like Kusari, would not allow foreign shipments to enter their territory. Inter-colonial traffic was managed by Republic and those goods delivered to Rheinland from, say, Liberty were taken to border stations, where the Ship Worker's Union would then, well, do ship work. Loading, offloading etc.
Then things went south for Rheinland, and in the economic woes that followed the above mentioned war thousands of workers were sent out on their arses. These folks in turn became the Unioners, who're dedicated to punching Republican shipping in the eye.
So, yes, on the surface they seem like a picture perfect drinking buddy for the Xenos. However the Unioners tend to favor, actually relish in, piracy as a means of making a buck and carrying on as opposed to working towards restoring their livelyhood.
They're over getting their old jobs back, this new one pays much better. Or such has been my perception.
If they were a little more like the Xenos, and a lot less like the Liberty Rogues, I could see a better potential for an outreach. But at the moment they've little in common save for a background of being flipped the bird by the man.
