Exactly,a nd also as I was rereading here you say the KSP alone is going to set the rules? Man that sounds like a power grab/power trip. Take a page from Liberty and instead try working with the KNF have a joint discussion going on and work together to set the laws. No offense but what allows you to come in and undo everything that the KNF has done in Kusari?

Of course the KSP set the rules (in-game). They _are_ the civil authority of the Shogun. The Machi-bugyoh are governors, magistrates, chief judges and chief of police all wrapped in one neat package. The military, again in-game, has no say on internal matter except for whatever political clout they have in the court - nothing official.

Out of game, of course the KSP will discuss every policy with the KNF beforehand. Even in-game, there will need to be tight cooperation, even moreso because of war times.

The KNF should report nothing to you as a matter of duty, merely as a matter of protocol and vice versa.

Agreed. There is the matter of overstepping ones authority which is probaly not a problem (both KNF and KSP officers outrank anyone they are likely to meet in space), and then there is stepping on another powerful institutions toes. Reporting is just a way to avoid that stepping of toes (and allow toes to be stepped on, for great rp situations).

To reiterate my points:

-Nothing will be in the final KSP faction description that Lotek_ does not agree to.
-The 'powergrab' is... giving the KSP the power they should already have, ingame.
-Some internal power struggle between police and military is perfectly natural for a shogunate at war and part of the awesomeness that is Kusari.
-Legislation is a civil matter, not a military one.
-The final say will always be the Shogun, so KSP and KNF will always have to agree on what the Shogun says anyway - but that will naturally be done behind the scenes.
