This does not specify whether or not one should list primary forum accounts or character names, but it can be inferred that it means primary forum account. I take my own faction status, which lists character names (and something I will need to change). There are about twice as many characters on there as there are actual players, because by our nature as Hispanic/Italian we RP families. Now, what is the point of having the character names listed? None. The forum accounts allow an accurate count of actual members, hence, it should be forum accounts, not characters.
