"This is the arrangement that should always have been in place. I would like to stress upon you my belief that in the intrests of progress for the nation in securing a reasonable arrangement, NO PIRACY should take place in Theta. It is my belief that such action would be wilful and blind endangerment of the goal we are trying to achieve.

Lucendez, I should warn that Silvan will certainly not agree to this. I recall in a conversation with her in the past this was discussed, and she dismissed it without providing reasoning.

A battle will take place. People will die. It is my recommendation that if the AW take action against us in Omicron Theta, we should eliminate the primary threat and then have the AW follow us into the safety-zone of their bases, after which we will assess their response. Either they will respect the Zoners' laws, or they will consider themselves above them, at which point we may be able to gain Zoner assistance.

As a side-issue, I'd like to thank you for your work at this difficult time, and commend you for the excellent job. I know it isn't easy to act as a middle-man between two factions teetering at the edge of war"
