Gallia changes

Gallia seems to be winning the conventional war, but I think the allies will score the doomsday weapon to turn the tide. That, or in a year Sirius will be New Gallia. I don't advise that unless we want a mass migration out of sirius (and we know that means).

Splinter Gallia like the roman empire after its fall. Open it up to Sirian Colonization! Then people will actually go there! Groups like the Maquis, Council, UC, start claiming systems, and perhaps finally start squabbling among themselves for territory.
