Tell me this. Let's say we get twenty active members. That would make me want four Yoriki. That would mean, if we remove bombers/vhf which at least some seem to prefer, that we have four gunboats and twenty wyrm. Now, those gunboats will not fly together so - how can the KSP usurp the KNF? When the KSP won't go outside the Kusari (peace time) borders?
As for the insane focus on the _possibility_ of a police faction getting destroyers, no matter the reason - phew! This may be a RP server, but I sure see a lot of OORP arguments. Or rather, a lot of CAPZ BADZ0R.
As I see it, the destroyer is the minimal ship that is more powerful than the ships _anyone_ can get and fly around in. If gunboats were seriously limited, I'd happily settle for that, but gunboats are about as uncommon as a Volvo in Sweden. Foreign DD, CA, and friggin' BATTLECRUISERS are allowed to roam free.
The base of a state is monopoly on violence, aight? If foreigners can enter with DD/CA/BC the police needs to be able to at least be a credible threat, even if that force is never used.
I would really like an intermediate 'Command' ship (created from Xing's beautiful model, perhaps), and _all_ foreign capital ships to be prohibited from entering house space (by law, not rules, and for all houses). Then I'd drop the issue of Destroyers in a heartbeat. Because _that_ would automatically make any capship intruders a military matter.
