Dont build a base. Unless you are experienced player with lots of cash and small army of supporters/suppliers, you will not succeed. PoB's are sensitive issue and may destroy you in the process. To begin with, it was already mentioned that every place in Sirius has some government or major independent group that you will have to deal with. If you absolutely want to try, Omega 49 is the most lax territory in terms of laws and foreign influence.
