Various updates:

Pilgrim Liner no longer illegal
Junker Marauders added to kill on sight list.
Removed Platinum Ore and Helium-3 restrictions for Freelancers.
Added Jump drives to section 3.

Various changes to section 8, clarifying the situation regarding base construction in Kusari.
