I agree that ny is getting to be a occ chat room but order to do what you want:

check if they are under level eg -40
if under 40 then persuade them to leave ny eg mining or trading or pvp in Conn
over 40 report them after a warning is unheeded about ooc chat

but if they persist yes sanction them, I know Korrd has done that already so many times.
