Anything bigger than gunboat (so cruisers, battlecruisers, carriers, battleships...) is considered capital ship by house laws and thus not allowed if it belongs to foreign military. We are speaking here about inRP house laws (these), not server rules or ID limitations.
So not only Kusari, but you will be very unwelcomed and kicked out when spotted also in Rheinland very likely even in Liberty.
And flying into Gallia (if you mean into Gallia house space) is kinda problem. It doesn´t make much sense inRP to be able to get deep inside. But mainly, you can´t engange anyone here, only in self-defence, because your ZOI where you can open fire first with cruiser is "Bretonia, systems directly bordering Bretonia" for BIS and "Liberty, systems directly bordering Liberty" for LSF.
If you want to be able to attack outside your ZOI with these IDs, you must use gunboat or snub.
