IMG or BHG travelling through house space is solved either by asking to be "escorted through" politely by local military/police, or by sneaking through as much unseen as possible.
They can fly capships in any house space but you should expect to be treated as law violator if local law enforcers find you there.
You can attack (open fire first) only in your ZOI with capital ships (I´m not sure about BHG ID now, but I think only Core allows capital ships and it can´t attack in systems with jumpgates... Don´t know current Core ID restrictions).
To sum it up, if you want to avoid problems in house space and fly quite freely, use gunboat or snubs. However if you use BIS or LSF ID, it is still problem because houses also don´t like foreign military ships within their borders, so the best one is probably BHG for your purpose of hunting criminals.
