Tokiomi Katagawa examined the room one more time, and was about to proceed to the next step when he noticed that the Fisherman was signaling his intention to talk to him.
Receiving a nod of approval, the Fisherman gave out his suggestion.
"I have heard that there are some syndicates who until now do not belong to the Association, and have increasingly expanded their operations into space and other areas. There are also rumors that the old Black Dragon Society are not so gone after all, and might be planning a comeback. I suggest that we give some consideration as to how the Association will deal with these situations.
Most of the Association strength comes from having the majority of the Syndicates under it's banner. If too many groups remain outside of our grasp, or competing in our interests, it puts into question the reliability of the Association, I believe."
The few whispers from the other groups confirmed that the existence of the other Syndicates wasn't that much of a news right now, and that there was some interest on how the Association would adapt to this new reality.
Katagawa, slightly distressed, replied. " Now now, I believe a few Syndicates outside of our honorable Association, old or new, are not threatening to the Association goals and concept. I agree that we should reflect on how to work with these non-associates, at a general and individual level. The matter will be added to today's topics."
