Senor Domingo,

I know we need the Zoners and these pilots from Star Enterprises could be of a good use. Unlike those ZA cabrons, they seem to supports use outside omega 9. But currently my main concern is about some independants corsairs who keep on striking their facilities in omega 9. I think we should suppress the subversive elements that bothering the [Star] in and around the omegas. Our citizen and the welfare of the empire must come first and my first meeting with the COE convinced me that, for now, we can trust em.

My main issue, like i've said before regarding a group name the OPG, an old group of corsairs operating from Cadiz. Especially a member name Bandito or Bandido is really bothering. Few reports from the Star and from independants corsairs from the CNS were grim. Its seem this hombre recruiting other corsairs to strike Starports. Even after some conversation and after receiving many direct orders he still persued his attack. I would suggest we take action against him first and maybe call him persona non-grata for the empire. As you know already, the indies doesnt act on the behalf of the empire nor under the influence of the Brotherhood.

Any opinions from you hermanos of the brotherhood are welcome regarding this "problem". Suggestion about how to deal with the matters might even be better than how i would handle the situation.
