First whats an Arbitrator?

Second people with BSs that die should spawn with a cruiser or something smaller than the BS after every time they die they get in a smaller ship, until they die as a fighter. Or they can just pick one ship then when they die they switch to fighters untill their leaders/tacticians ship is destroyed then fighters may only watch.

An arbitrator is a neutral player who controls that the in-game rules are not broken.

Thats too complicated. Not everybody has a lot of chars to bring in to battle. For example, I only have 1 char involved in the war.
It would be better if every player has a limited span count. They span 2 or 3 times then they can only spectate. (the arbitrator should count the spans of each player)
