Dealing with Outcasts and Corsairs... keep it quiet... dealing with GC or BD can be done so openly for Bretonia, I feel. Also, dealing with Gaians can be done so openly for Kusari, and I imagine that the Liberty government would strongly suggest that they sympathise with the plight of the Bundschuh in the media.
