If it is, then BPA should see them as criminals as well. Maybe RP their arrest, docking on planet, and then BAF gets involved and settles it.
That would make much more sense, with same or better effect.
If I would apply your logic here, a BPA officer wouldn't even know what a GC is. As such, she would be suspicious but not treated directly as a criminal, as long as she decides to respect the police authority. And that's also the usual way we treat them, both Dragons and GC.
As Sleipnir already pointed out, the BPA officer was probably on his way to escort the GC out.

I wasn't there at the incident, but from what I've seen here... is it about a GC attacking a corsair? How's that oorp in any sense?
