The police can only arrest you for breaking the law.
Being a card-carrying member of the GC might be illegal in Kusari, but there is no reason for such a law to be passed in Bretonia. Thus, a GC cannot be "arrested" in Bretonia if all they are doing is passing through or making a legal purchase.
In Bretonia, being a GC is no different than being a Freelancer or Merc : you should be ignored until you break the law. In Kusari, there would obviously be standing orders for a GC's apprehension, but not anywhere else.
I don't think pirates should be pirating outside of their ZOI, but that also means that if they are out of their ZOI on legitimate business, then the lawfuls should not harass them either. We can't have it both ways : unlawfuls can only pirate in their ZOI, but any lawfuls can engage any unlawful anywhere they find them.
If a pirate is out of his ZOI and is not breaking any laws, then he should not be molested. Watched more closely, fine, but not KOS'd.
By the same token, if a KNF shows up in Magellan, The Lane Hackers would take a great interest in his activities, but our response would not be nearly so reflexive as if he was a LSF.
It's in the nuances where the real roleplaying is found, not in the "hotdog! we've got an unlawful from the other side of the galaxy! pwn the scum before he can get back to his territory!"
