I think the ID infocard's could use a makeover. As is, They are VERY stiff in the the allowances. While this eliminates grey areas, there are a LOT of things that you COULD do that is very much in RP, that the ID does not allow you to. It would appear that they are template-like at the moment. They should be customized for the faction they are about, instead of sounding machine generated.
(Again, this is just my opinion. I, I seem to be a.. uh.. magnet, for flames. Um..... whatever works. Let the flaming, PM shouting, and post count boosting commence...)
((I think when it comes to modifications to discovery factions and NPC groups as a whole, it is best to get people who either try to stay away from factions, or people who are unlikely to be unbiased. Take the ship creation threads. People are ALWAYS trying to come up with reasons why it seems THEIR faction should get a nice looking ship. This situation doesn't really warrant this, but it can't hurt...))
