While we wont admit to it, if an outcast isn't misbehaving, we're not going to do much more than escort them out. We may even set up something where they supply the official cardi distribution point with grade A, regulated cardi.
Bretonia does not penalize its addicts for being addicted. Doing so would merely end up creating militant countercultures, such as the Liberty Rouges. We regulate its distribution, and its intake, and have lists of addicts, who are allowed to purchase more from the government controlled distribution center.
