Are you saying me,pirate group, can't become allies with RHA(for example) and assist them in need of it?

Of course it can become allies with RHA and assist them when needed, but after changes Generic Pirate ID isn't the best tool to portray that - hence I said SRP is probably your best bet. It isn't that really hard to get.
