The Awesome section was put in as a joke. And you're correct, I've only bothered listing the official Player factions, because, as you've seen with the NovaPG and a few others, our reported Player Faction Diplomacy can differ quite a bit from the NPC diplomacy. On that note, I haven't bothered to list our NPC diplomacy, because it is pure Outcast, with the exception of the BAF, which is another bit of interpretive diplomacy.
First, the NovaPG are neutral because I and others around me are of the opinion that the grounds on which the Blood Dragon/Outcast alliance is founded are shaky, and that the Free Love policy is really benign resentment...reading the rumors on BD bases you'll find that they're really not at all fond of the Outcasts, and basically tolerate them because of Enemy of my Enemy, but the minute they get what they want (namely, restoring their shogunate) we get chased out with pitchforks and torches. The reasons the 101st went neutral to NovaPG have little to do with the less-than-pleasant relations I have with its former leader. This is, after all, a Roleplaying server, and I intend to keep it as such.
As for the QCRF, there's another bit of interpretive diplomacy, this time based much more heavily on Enemy of my Enemy. The BAF doesn't get what we're trying to do with Cardamine, and it isn't particularly popular in Bretonia anyways, and lo and behold; Bretonia's two biggest problems, the KNF and the Corsairs (in a close race with the Mollies) are hated enemies of the Outcasts. Our alliance with the Mollies, also, is rather strained, and on false pretenses, I believe, so I choose to treat that one as a 'stand back and watch' deal. We won't be there when the two forces are engaged, but once the Mollies are gone it goes Two-Versus-One on the Corsairs or KNF.
There's been RP going on for a while now between the Keepers and the Outcast factions; we've begun to actively pursue the Great Spirits bit and all my pilots are under orders not to shoot the Keepers unless absolutely necessary, as in, they are being mauled and they can't run for their lives. So, I was left with the choice of making them neutral or keeping them off the diplomacy entirely; I chose the former.
The Orbital Power Gnomes is another joke. Pay no heed.
The Bundschuh faction-in-waiting and I were having talks, and exactly where the NPC faction itself stands is a bit of a grey area, since Bundschuh NPCs are relatively few and far between; I'm not sure about them, so I'll wait on that one before making a call.
And yes, I have cleansed the thing of all unofficial factions. Anything that looks like an unofficial faction is probably an easter egg.
