Right, so like always there are both good things to say and bad things to say. I'll start with the bad things like I usually prefer to.

The Bad
The English level in your write-up is very poor. You have in there a lot of grammar and spelling errors that just makes it look a little bit less serious. If you can find someone to proof-read and give you fine-tuned version that would be great.

Except for the history, I don't see what 5th is bringing new to the mod. I mean, the whole history thing is fine and awesome, but you do the exact same things that the [LN] do. I am not sure we need just anther copy-cat of [LN] as an official faction - for that reason you can merge with them (unless this is a more of a race to the official faction spot).
And if you do wish to have an example - Lets say a faction called LNMP - Liberty Navy's Military Police. The LNMP roleplay would be different than the one that is done by the odd LN pilot, and the [LN] itself thus making the faction unique.
The whole point about the "more-than-1-official-faction-per-ID" is that sometimes, a certain official faction doesn't represent a certain faction to a full degree on all of its aspects. However you don't bring a new aspect to the faction, it's basically "Same-same new name".

The Good
You seem to have gone a long way, and nowadays you act like a proper faction and not as an assembly of players that spam caps and have little to no caring about fair play and the other side.
Nowadays engagements with you both in PvP and in words are fun. You roleplay well, and you keep things fun, which is probably the most important point out of all the points I've made so far.
