@Pancakes : It's only my opinion here, not a dev decision, otherwise I would have written that in yellow.
What I mean is, what were the RoS after Lohingren left? Not much. The TAZ is pretty much the same in this regard, what have they -really- been since Malaclypse left this world? Not much either, and as a matter of fact it eventually made Doc Holliday leave to create something that was still true to the ideology that made him join the TAZ in the first place.
RoS, TAZ were factions created on an individual. When the "owner" leaves, it most of the time is a final nail it won't recover from, simply because you can't be someone you're not.
