Change POB rules (Core 1)

You know, I would like it a lot if I could gather good amount of friends and troll authorities of, for example, Liberty by putting up a rogue base in one of the important junctions of New York, and while people notice it, report it to the local officer, he reports to his superior/rest of the authorities, authorities post the attack thread, all the meanwhile the base is already Core 2 with shield, storage module, weapon platforms and transports docked on it filled with supply materials. Maybe even despite this the base won't last long, but still long enough to cause some grief for our amusement...

Both sides of the coin can abuse the system for their own gain, and the current regulations were designed with that in mind to minimize abuse as much as possible. It is fine as it is, has been for quite long, and so far you weren't convincing enough (at least for me) on why we should change it now.
