I am tottaly FOR this change: batteries are a way better than cargo. It was really needed and is really good. But it's ballance sucks.
Light cloak can be cloaked for 90 seconds, so minus charge time and fade time, it's 77 seconds. Where did you see 16 minutes?
Just simple math: 1000 batteries, 1 bat/sec => 16,6 minutes. (it's just pure math, didn't use it yet). If I'm mistaken, please correct me.

It used to eat 11, ELEVEN units per second, not one.
And new numbers are here:
- Introduction of the MK3 Cloak for transports. It can now be built on POBs. Transports with more than 2200 cargo space cannot use the MK2 Advanced anymore. Battleships and Cruisers can still use the MK2 Advanced and are recommended to do so.
- The cloak consumption rates are as follow for the time being: 8/s Light Batteries for MK1, 4/s Light Batteries for MK2, 3/s Light Batteries for MK2 Advanced, 1/s Heavy Batteries for MK3.
