Well, all the arrested folks will do is dock, log off and then undock when the cop is gone.
For all intents and purposes, you might as well lead those who do not refuse arrest to the prison station and oorp agree to them docking at the TX junker base instead.
Besides from immersion, I don't see it making any real practical difference.
