at that point, there is also a greater picture of a faction and not only an individual characters movites. - i don t think that a BHG must justify to attack corsairs in delta for example. - in fact, there are capital ship fleets at permanent and open war there.

the corsairs have dozens of osiris there, the BHG has multiple raid groups of capital ships and the nomads patrol the area with heaviest gear, too. - a BHG should have a right to engage corsair in such a system without a bounty ( mostly cause they are NOT doing bounties there in these parts )

when its about gamma - i d agree that they should not go there in cap ships. not only is gamma protected with platforms and asteroids on each entrance, but also do the NPCs only fly hammerheads. the corsairs have NO capital ships in gamma ( the npcs ). - but its undenyable that the BHG have interestst in gamma that must be beyond head hunting ( individual head hunting ). each single corsair mission is against the BHG and BHG fighters must be almost as numerous as corsairs there. so - i think invading gamma as a BHG is fine - just not in heavy gear - unless the corsairs guard gamma with dreadnaughts and battleships only, in times like these... the BHG could aswell field heavier ships. ( but in that case, i d rather make an event out of it than a daily invation without much of a background )
