The admins put this through, im guessing from the wording on the post, because the Order| defecated on both zoner factions and zoner indies. your comparisons are moot.

Rheinland - Solely OSI
Gallia - Solely TAZ
Order| - Both factions and indies.

@Toris there's only one base that the Order could theoretically affect and that's FP11. But that happening is extremely unlikely. Because Zoners would resist, Core would fight the Order, even Sairs and Outcasts (who both have some links with zoners) would also shoot Order and dont forget the AIs.

Simply enough, the Order is boned with their main ally in the region now an enemy.
