Kishiro Mining Bonuses

Samura bonuses:
Beryllium Ore 2.0
Helium-3 3.0
Niobium Ore 2.0
Platinum Ore 4.0
Raw Hydrocarbons 4.0

Kishiro bonuses:
Helium-3 2.0
Platinum ore 3.0
Raw Hydrocarbons 3.0

This is the mining bonuses of the only 2 Kusari corporations. Someone please explain to me why: Samura has a better mining bonus in He-3 and and Raw Hydrocarbons than Kishiro?

Samura is far more buffed as it is than Kishiro in terms of amount of bases, faction reputation (Samura has the FA&Hogosha and even to some degree the Corsairs as their private harassment force and are adored by the Kusari Exiles, Kishiro is now open season for everyone with only having GMG on their side as opposed to Samura who has no-dock relationship with them) and now even if you wanted to do what little mining in Kusari - no reason to play Kishiro. At all.

Who the hell came up with those bonuses? Why Samura is the best mining ID for both Platinum Ore (only rivaled by DSE, which has the same bonus) which it can mine in a system privately owned by Samura (fun fun fun) with no unlawful bases that can attack Samura. Closest place for that would be Kyoto, in Chugoku.
