Technically, because Omega 7 would be far away from bases or heavier patrols. That a military ship wandering so far out away is more vulnerable. Use your imagination. Most restrictions in Disco are based on balance reasons and then explained via RP.

What does your imagination say now, what will stop my from abusing Pirate ID again in Omega-7/O-3/Sigma-13 or in Cortez(which are quite good spots for piracy)? 'cause I won't really have lack of lawfuls in those systems.
