What about the scenario, in which trader moves from Bretonia into Tau-29 or Roussillion through so-called Baffin Highway? There are two systems outside Exile ZOI and Exile/Trader group needs to de-group in Cortez and Coronado to group again after entering Baffin.
This also connects with another problem: IC and other (certain?) traders cannot ally with unlawfuls. So what about Kusari Exiles, as they are fulfilling their escort duties (this sometimes needs grouping) which is a lawful line - but in fact they are unlawful faction by ID ruleset?
I feel like Kusari Exiles should maybe be switched to quasi-lawful? That would support their true identity better. They're not unlawful in Liberty/Bretonia (more just tolerated like junkers aka quasi-lawful). They're considered unlawfuls in Kusari/Gallia, but (using them again as a quasi-lawful example) junkers are pretty much the same and can still execute ID functions such as hunting xenos and hogosha anywhere.
A switch to quasi-lawful would fix at least some of the issues, and I don't see any new problems that it might cause.
