Also, the "escort" line isn't blocked by the unlawful status. I would say that it's opposite would be the "can pirate" status, that eh Exiles don't have, even when identified as unlawfuls.
It's not the problem of the Kusari Exile ID per se. It's problem of other (trader) IDs that FORBID any cooperation with Unlawfuls. Being in group falls under reason to put a sanction on both players - even if it was only about Cortez and Coronado, as both players want to move from Bretonia into Taus through there.
Moderation team told me that "can ally" also means ability of grouping. Hence the main problem with certain lines.

The funnest thing is that Kusari Exiles were quasi-lawful or even lawful, as far as I recall, in early 4.86. Who changed that status and why, it is unknown. Same problem applies to the Council, which ALSO became unlawful faction, but also fulfill lawful lines.
The main issue is that escort usually needs grouping, but grouping is forbidden, as it falls under "can/cannot ally" line of the lawful traders.
