Well, factions always get their "title" of being lawful/quasi and etc in the main ZoI.
Exile's main ZoI would be Taus where they are considered as Unlawful by KNF, KSP, GRN, GRP
Then Bretonia where they are more like Quasi-lawful and same about Kusari, NOWADAYS
So yeah, Quasi-lawful would fit them in this mod. Anyway about Council... Their main ZoI is GALLIA, where they are considered as Unlawfuls... Give them Lawful or so and GRN can gtfo xD
