So yeah, Quasi-lawful would fit them in this mod. Anyway about Council... Their main ZoI is GALLIA, where they are considered as Unlawfuls... Give them Lawful or so and GRN can gtfo xD
The problem with this is that lawfulness isn't an attribute acquired based on where you operate, but what your relation with those around you. Council operates in Gallia, Taus, Bretonia, and has made attempts at commercial expansion towards outside of our ZoI, Liberty mainly. The only place where we are considered unlawfuls without doubt is Gallia, in Taus it depends on who you ask, and in that half of Sirius we roll around we are considered lawfuls. This lack of flexibility of the lawful/quasi-lawful/unlawful classification system is the main issue.
