Openly attacking Kishiro will give the Kusari population quite a hint that if the Imperial forces were ever to get in Kusari, nearly half of the population will lose their jobs and the 2nd biggest Kieretsu in Kusari collapses (if that were to happen).
The population is already angry with the emperors for the shattering of Kusari economy in the past - you need to be slightly more subtle than that, IMO. Like attacking Kishiro using the farmers, and when confronted "Well, we understand the sentiments of angry citizens, wishing for the return of angry emperor, but violence against civilians is not the way" type of thing. You know, being political.
