Char is right here, since Gauls were enemies of Kusari at the time, even for short period of time. Even if they are (forced) trade partners, from logical point of view their claim upon Tau-31 (which was Tau Wars fought for) is act of agression against Kusari. They are enemies, not friends.
Imagine this: you worked hard for buying a toy (ok, bad comparison for Kusarian Conquests here), but right after you bought it, some other kid takes it from you - and you are forced to accept it and become friend with that other kid.
