yes - i think thats the point. making a law is fine and all. but even IF it may be justified, - there is hardly a way to enforce it. what will you do? blow up traders if they haven t payed a fine? ... i am not certain if that is within the rules as such.
if a trader is not violating the general rules, but just does not pay a tax / fine that is installed by players in an attempt to govern space that they have hardly a right to govern like that ( unless they tax their guard system in which they can make a rule ), they would violate the rule by attacking such a trader.
you could aswell install a rule that says "no yellow cargo pods allowed, unless you pay 100.000.000 license" and "if you re found with a yellow cargo pod without a license, you are blown to bits" - i could make up a story involving dangerous yellow paint and alien half breeds of course, but it still is a rule that limits player freedom beyond what the general rules say. - now of course, this example is silly - and there "may" be a justification for licensing a specific route - but the idea is the same.
again, as far as i understand it - each dominant playerfaction is allowed to govern their house / zoi space based on what the server allows, and can govern their guard system space as they wish to. - the situation we have now is that playerfactions govern their zoi as they wish to.
so, i suggest to PM igiss about the route in question and try to get it changed in the next version. - when prices are adjusted it DOES reflect that people are fed up with diamonds and niobium.
if i cannot convince you to drop that idea - at least make it complete and include commodities that are logical. not only diamonds / niobium ( cause if you only do that route, it is very clear that it is not RP but an attempt to "get rid of the route" ). work out a FULL list of kusari imports and exports, try to objectivly evaluate each commodity by its worth and danger to the kusari empire and its neighbours and balance it against each other.
so i d ask you, - why are optronics not to be licensed when you export them to liberty. ( in the end, optronics are used in weaponsystems in ships, too - and liberty isn t really friendly, cause its on bretonias side ), what about outer rim commodities like alien organisms to honshu? - what about VIPs ( they can be highly ranked criminals, too ) - there are many commodities out that could be lisenced more logicly than niobium and diamonds. - so i suspect its because this route is used so much - which is ... i am afraid metagaming. ( a char does not see only the playertraders - but also the NPCs ... and i daresay those do a busy trade with other commodities, too ... and in MUCH MUCH greater volumes in the 600.000 units / transport )
