well yea they would if they wanted to continue their crappy behaviour unabaited, sure... at least with a pirate transport they are the same speed as the ships they are chasing, so turning around is actually a viable option, also a pirate transport is actually going to take your cargo and do something with it rather than simply /l1 /l2 pirating you for all your cargo when they have neither the will nor the capacity to do anything with it.

but again, it seems it is you who is heavily biased on the idea that this only affects pirates it is much more of a problem for smuggling, which i do regularly.
