I think the main issue here is not if you can or not issue the "individual" bounty, or if you can make it internal or not.
I believe the main problem is this one

11. Any freelancer or BHG individual or group may only collect on a bounty which that person or group has issued, sponsored or funded (fully or partly) so long as it is open to others to collect. All non-generic factions may sponsor internal bounties that are only open to members of the player or NPC faction.
If you're a non-generic faction now, you can issue the bounty, but your members can only actively chase it inside the faction Zoi (which I believe you didn't have?). On the other hand, if you have no zoi and are considered a freelancer faction (generic), you could chase the bounty everywhere, but then you could not issue it... unless it's an individual bounty.
