Exactly. Because Zoners are pretty much that, several groups with different local environment, neighbors, diplomacy, goals... under the same faction because... why exactly? That outsiders began calling them by the same name? Zoners? Because they decided to live far away from houses, on the edge of civilized space called... The Zone? Yea, of course a lot of cohesion in there...
The same logic could be applied to: Red Hessians, Corsairs and the Bounty Hunters Guild yet no one is advocating that they be nerfed in this fashion.
