Salvager and Raba regen counts: too high?

Of course you get a CDer to pirate with you. For piracy I wouldn't say it's as overpowered as it is for trading, as you need someone to pirate with you for the ship to be useful. When it comes to trading however, that's mostly a solo thing where the use of a CD isn't important since you're just moving from A to B and this is why it's OP. Therefore, it still needs a nerf.

How many salvagers have been shot down by the Reavers and other groups, even in groups or with escorts. The BDS used to pick off entire convoys of them. They are not overpowered for trading at all for anyone that wants to get creative.
