Salvager and Raba regen counts: too high?

Transports have an extremely low skill level required to be able to survive. You basically just live off common sense. I really don't think the ship should be spared from balancing if we assume that the Salvager is not OP because people don't do basic things such as regen or head to the nearest base.

I think I see where you are going with this. It sounds like you are saying that if a salvager is within a certain distance of a friendly base it won't be killed if the pilot knows what he's doing. Is that what I'm hearing from you?
